Özet

Çalışma, kentsel dirençlilik kavramından yola çıkarak literatür taraması yöntemiyle elde edilen verilerle kırsal dirençlilik kavramına dair bir tanımlama getirmeyi amaçlamaktadır. Bu kapsamda çalışmada dirençlilik kavramından yola çıkarak afetlere ve iklim değişikliğinin olumsuz etkilerine karşı kentsel ve kırsal dirençlilik kavramlaştırmaları tartışılmaktadır. Direnç kavramının ortak kabul edilmiş bir tanımı bulunmaması ile birlikte kullanım alanına bağlı olarak farklı disiplinlerin konusuna girmiş olması ve bu disiplinlerin çalışma alanları çerçevesinde değerlendirilmesi, kavramları daha yakından tanımayı gerekli kılmaktadır. Günümüzde dünya kentleri hızla büyümekte, bu nedenle iklim değişikliği ve afetlerin yol açtığı tehlike ve risklerle daha yoğun mücadele etmek zorunda kalmaktadır. Kentlerin uzun bir dönemde biriktirdikleri çevresel, toplumsal, kültürel, siyasi ve ekonomik kazanımların aniden beliren şoklar ve stresler neticesinde kaybedilmemesi için direnç oluşturulması gerekmektedir. Bunun için ise aniden ortaya çıkacak şoklarla, krizlerle ve zorluklarla mücadele konusunda kapasite geliştirmeye, karar vericilerin hızla çözüm üretebilmesine, politikaların uzun vadeli risklerin çözümlerini de karşılayacak biçimde oluşturulmasına ihtiyaç bulunmaktadır. Bu kapsamda düşünüldüğünde kentlerin ihtiyacı olan gıda ve hammadde ihtiyacının karşılanmasında temel kaynak olan kırsal alanların da dirençliliklerinin sağlanması önem taşımaktadır. Köyden kente doğru göçün ortaya çıkardığı sosyal ve ekonomik sorunlara, tarım ve hayvan üretimindeki olumsuzluklara, kuraklığa, afetlere ve bunlar gibi iklim değişikliğinin getirmiş olduğu risklere hazırlıklı olma, bunlara yanıt verebilme ve uyum sağlama kapasiteleri kırsalın dirençliliğini belirlemekte olduğu söylenebilir.

This study, aims to provide a definition of the concept of rural resilience with the data obtained by the literature review method, based on the concept of urban resilience. In this context, the conceptualizations of urban and rural resilience against disasters and the negative effects of climate change are discussed based on the concept of resilience. Although the concept of resistance does not have a commonly accepted definition, the fact that it has entered the subject of different disciplines depending on its field of use and that these disciplines are evaluated within the framework of their fields of study makes it necessary to get to know the concepts more closely. Today, the world's cities are growing rapidly, so they have to deal more intensely with the dangers and risks caused by climate change and disasters. It is necessary to build resistance so that the environmental, social, cultural, political and economic gains that cities have accumulated over a long period of time are not lost as a result of sudden shocks and stresses. For this, there is a need for capacity building in dealing with sudden shocks, crises and difficulties, decision-makers to be able to produce solutions quickly, and policies to be formed to meet the solutions of long-term risks. Considering in this context, it is important to ensure the resilience of rural areas, which are the main source of meeting the food and raw material needs of cities. It can be said that the capacity of being prepared, responding and adapting to the social and economic problems caused by the migration from the village to the city, the negativities in agriculture and animal production, drought, disasters and the risks brought by climate change determine the resilience of the rural areas.
