Diplomasi, geçmişten günümüze uluslararası ilişkilerin en etkin güçlerinden biri olarak işlev
görmektedir. Kullanılan enstrümanlara göre diplomasi, sert ve yumuşak güç olmak üzere iki ana
kategoride ele alınmaktadır. Sert güç diplomasisi, daha çok askeri nitelikli ve ekonomik işlevlidir.
Son dönemlerde etkisi daha da artan yumuşak güç diplomasisi ise kültür, eğitim ve bilim gibi askeri
niteliği olmayan ögelerle gerçekleştirilir. Osmanlı diplomasinin tarihi beyliğin kuruluşuyla başlar.
Hükümdarlar, çağın ihtiyaçlarına göre diplomasinin alt dallarından faydalanarak uluslararası
ilişkileri tanzim etmeye çalışmışlardır. Makalede ele alınan taziye diplomasisi de bir kamu ve
yumuşak güç diplomasisidir.
Taziye diplomasisi, komşu veyahut müttefik bir devletin hükümdarı ya da aile üyelerinden birinin
vefatı halinde hükümdarlar arasında taziye mektupları üzerinden gerçekleşen diplomasi türüdür.
Osmanlı taziye diplomasisinin kökleri beyliğin kuruluşuna kadar gitmektedir. Klasik dönemde
mektuplar üzerinden tesis edilen münasebet, modern dönemde telgraflarla sürdürüldü. Padişahın
başsağlığı mesajı, doğrudan seçili bu heyetler vasıtasıyla muhatap ülke liderine sunuldu.
Mütekabiliyetin esas olduğu bu diplomasi türünde, Osmanlı padişahının taziye mesajına ilgili ülke
hükümdarı tarafından teşekkür içerikli cevaplar gönderilirdi. Bu yönüyle taziye mesajları, sadece
bir başsağlığı dileme aracı olmamıştır. Aynı zamanda ve özellikle ülkeler arası iyi ilişkilerin devamı
için araçsallaştırılmıştır. Bu makalede, klasik dönemden yıkılışa kadar Osmanlı Devleti ile
komşuları ve Batılı ülkeler arasında gerçekleşen taziye diplomasisinin serencamı ele alındı
Diplomacy has been functioned as one of the most effective forces of international relations from
past to present. According to the instruments used, diplomacy is divided into two main categories:
hard and soft power. Hard power diplomacy is more of a military nature and economic function.
Soft power diplomacy, whose influence has increased recently, is carried out with non-military
elements such as culture, education and science. The history of Ottoman diplomacy begins with the
establishment of the principality. Rulers have tried to regulate international relations by making use
of the sub-branches of diplomacy according to the needs of the age. Condolence diplomacy
discussed in the article is also a form of public and soft power diplomacy.
Condolence diplomacy is a type of diplomacy that takes place through letters of condolence between
rulers in case of the death of a ruler of a neighboring or allied state or a family member. The roots
of Ottoman condolence diplomacy go back to the establishment of the principality. The relationship
having been established through letters in the classical period was retained through telegrams in the
modern period. The Sultan's condolence message was presented directly to the leader of the
addressee country through these selected delegations. In this type of diplomacy where reciprocity
is essential, the ruler of the relevant country would send thank you replies to the Ottoman sultan's
condolence message. In this respect, condolence messages are not just only a means of expressing
condolences but at the same time, it has also been instrumentalized especially for the continuation
of good relations between countries. In this article, the context of condolence diplomacy between
the Ottoman Empire, its neighbors and Western countries from the classical period to the collapse
was discussed.
